The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Fathers Day Rally Committee, Inc (FDRC) will establish a violence reduction initiative in Philadelphia entitled the Save a Life Project. The Save a Life Project will be a citywide effort that will encourage and support building strong, stable family relationships. FDRC will partner with the Mothers in Charge, Philadelphia Safety Net, and the Northwest Fund to produce a comprehensive violence/crime reduction community model program. The model will incorporate five components: outreach, self esteem building, parenting and family support, community intervention, and grief counseling. The primary population to be served will be African American men 18 years and older and their families. FDRC will promote civic values and participation, increase personal responsibility, improve interpersonal communications skills, and facilitate the acquisition and strategies of conflict resolution.
