Description of original award (Fiscal Year 2008, $313,022)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

Since 2004, Rowan County has experienced an increase in gang activity and moved into the ranks of communities with full-fledged generational gangs that have active entrepreneurial drug trade, a number of violent gang-related acts, i.e. shootings, graffiti and intra- and rival-group conflicts. To combat this situation, Livingstone College will implement the Rowan County Gang Prevention Project (Project). The Project will to provide the tools and training to enable Rowan County youth organizations to extend their reach and influence to reduce the likelihood of youth engaging in gang participation. The program will emphasize education and programs directed at young people who are 'at risk' for gang involvement. The Livingstone College will build partnerships and develop multi-cultural activities to suppress gang activity in the community.
