The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The Sisseston-Wahpeton Oyate Tribe will develop a tribal corrections facility strategy. The project will combine the efforts of several tribal programs to design a tribal correctional facility and to perform environmental, zoning ordinance, and community reviews necessary for site development. A Tribal Detention Advisory Board will: explore partnerships with other tribal and non-tribal jurisdictions, to help resolve problems regarding incarceration and treatment of offenders subject to tribal jurisdiction; assess local and regional tribal needs; review environmental and construction permits; and, identify cost efficient facility planning and construction strategies. The Sisseston-Wahpeton Oyate Tribe will enhance the health and safety of detainees and correctional officers and improve services, improving the effectiveness and efficiency of the overall Sisseton-Wahpeton Oyate criminal justice system.
