Description of original award (Fiscal Year 2008, $178,870)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

Montana State University Billings will use the grant funds to develop academic and short-term workforce training programs for women offenders incarcerated at the Montana Department of Corrections (MDOC). Program activities include mathematics, literacy, job readiness, career assessment training, and short-term workforce skills training by employers in the area. MSU Billings will also offer a mentoring support service that will introduce women offenders to skills that center on community service upon release from custody. There also will be a separate mentoring support service for incarcerated Native American women.
