Description of original award (Fiscal Year 2008, $212,408)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Turtle Mountain Community College (TMCC) will support and strengthen tribal justice programs. They will provide legal studies education to Native American students, by transitioning Project Peacemaker into a permanent program. This program will be named the TMCC Legal Studies-Indians into Law. TMCC will also support the pre-operational design and development of the TMCC Tribal Justice & Policy Center (TJPC). The establishment of the TJPC will provide a means to; address tribal justice issues, results in improved planning efforts and tailored strategies, and allow students in the legal studies program first hand experiences in research topics. These efforts will address the lack of Native American lawyers and increase the number of tribal member knowledge of Indian law. TMC will provide valuable resources to tribal communities, improving the capacity of the overall tribal criminal justice system.
