Description of original award (Fiscal Year 2008, $424,815)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Volunteers of America Delaware Valley will provide stable housing to the Program for Returning Offenders with Mental Illness Safely and Effectively (PROMISE) participants. Through PROMISE, they will work to transition offenders with mental illness from incarceration to the community. The Volunteers of America Delaware Valley will provide assertive and continuous case management focused on employment training and counseling, behavioral health treatment, and social integration. PROMISE is collaboration between the New Jersey State Parole Board, the New Jersey Department of Corrections, the Division of Mental Health Services, the Housing Mortgage and Finance Agency, the Corporation for Supportive Housing, and Volunteers of America Delaware Valley.
