Description of original award (Fiscal Year 2008, $245,946)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The City of Baltimore will expand its Felony Drug Initiative (FDI), an adult drug court program in the City's Circuit Court. The funds will be used to upgrade the Court's other adult drug court to meet FDI program standards. The FDI began in 2003 with a grant from the U.S. Department of Health and Human Services and since that time, 47 participants have successfully completed all phases of the FDI program, including a three-year probation period. The second upgraded drug court will be a combined residential-community aftercare program using contractual providers for treatment of concurring disorders and addiction, as well as for intermediate and outpatient aftercare services, halfway and support housing, and to assist with educational and work placements.
