The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The National Institute on State Policy on Trafficking of Women and Girls, in partnership with state legislators and local community organizations in at least 10 states, will convene and participate in state briefings, conferences, and other meetings on international trafficking. The Institute will provide information and individualized technical assistance to leaders in at least six states as they develop initiatives to address international trafficking of women and girls into their states and communities.
On the national level, the Institute will conduct an educational session on international trafficking of women and girls into the United States, and the role of state responses, at the annual meeting of the National Conference of State Legislatures. The Institute will convene the third GlobalPOWER® (Partnership of Women Elected/Appointed Representatives) programs and will maintain an up-to-date online Clearinghouse on Trafficking Policy through a comprehensive online repository of data, research, legislation, and other materials on trafficking. Finally, the Institute will also convene a special 'graduate seminar' for a small group of state legislators who have previously graduated from the Foreign Policy Institute.
