The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
The Virgin Islands Law Enforcement Planning Commission (LEPC) has been designed by the Governor of the United States Virgin Islands as the State Administrating Agency for the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. The Law Enforcement Planning Commission oversees the implementation of the overall JAG grant programs in an effort to address criminal justice issues across the Virgin Islands, which includes the islands of St Croix, St. Thomas, and St. John. The Virgin Islands LEPC will utilize the Fiscal Year 2008 Edward Byrne Memorial Justice Assistance Grant to support the following priorities: law enforcement; prevention and education; treatment and rehabilitation; and information and technological improvement. The LEPC will address the four priority areas by focusing on the following types of programs: drug-related crimes, treatment programs, crime prevention, educational programs, juvenile delinquency issues, and the automation and expansion of the Virgin Islands Criminal Justice Information System. The LEPC will use administrative funds for personnel costs.
