The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
The city of Mountain View Police Department will use the JAG grant to cover the salary and benefits for a systems specialist. The systems specialist position will work on the deployment of a new Computer Aided Dispatch (CAD) system, Records Management System (RMS), Mobile Digital System (MDS), as well as provide training and oversight on equipment purchases. The CAD will be used to communicate between dispatch and officers to report incidents and provide officer whereabouts while on shift. The RMS will allow the department to share critical information with other agencies and provide statistical data, mapping capabilities, crime reporting, historical data, and evidence tracking. This new system will also improve accountability and productivity by allowing officers to complete reports in the field, thus keeping more officers on the road and reducing downtime. The MDS consists of video cameras, a trunk-based wireless computer, and advanced software. The MDS will record evidence for use in criminal prosecutions, improve procedural compliance, and increase public safety by monitoring the activity surrounding police vehicles.
