Description of original award (Fiscal Year 2008, $80,463)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The City of Newport News will utilize its Fiscal Year 2008 Justice Assistance Grant in the amount of $80,463 for projects in the Community Services Board and Hampton/Newport News Criminal Justice Agency. The Hampton/Newport News Criminal Agency will utilize funds in the amount of $48,278 for the salary of one pre-trial case manager and a portion of the salary for one community corrections case manager position. The pre-trial case manager carries an average caseload of 85 defendants and the community corrections case manager carries an average caseload of 75 offenders. The community corrections case manager also conducts all Addiction Severity Index assessments and facilitates all three Substance Abuse Education classes for the Newport News office. The Community Services Board will utilize funds in the amount of $32,185 for the Drug Court program and fund residential treatment beds for offenders requiring mental health diagnostic and treatment services.
