Description of original award (Fiscal Year 2008, $175,000)

This award is made under the FY 2008 Tribal Courts Assistance Program and it supports the development, implementation, enhancement, and continuing operation of tribal justice systems. Allowable elements under the program may include, but are not limited to: establishing a core structure for a tribal court; improving case management; training court personnel; acquiring additional equipment and/or software; enhancing prosecution and indigent defense; supporting probation diversion and alternative sentencing programs; accessing services; focusing on juvenile services and multi disciplinary protocols for child physical and sexual abuse; and structuring intertribal or tribal appellate systems.

The Turtle Mountain Band of Chippewa Indians will create a voluntary four-stage post-sentencing program to treat drug and/or alcohol addicted Tribe members. The treatment program will be designed and overseen by representatives of TCAP Advisory Team that includes representatives from the Tribal Council, Tribal Court, Police Department, Prosecutors Office, Public Defenders Office, Probation Department, Victims of Crime Assistance, Youth Program, Child Welfare and Family Services, Indian Health Service, 5th Generation Treatment Center, and Lake Region Human Service Center. This grant will assist the Tribal Court ensure the continuity of tribal traditions and culture while maintaining the sovereignty and self-determination of the Tribe.
