Description of original award (Fiscal Year 2008, $104,900)

The Planning Correctional Facilities on Tribal Lands Competitive Grant Program assists tribes in developing strategies to cost effectively plan facilities associated with the incarceration and rehabilitation of juvenile and adult offenders subject to tribal jurisdiction. Careful planning is critical to ensure that correctional facilities, when completed, are appropriately designed for the intended population, supportive of cultural and traditional values, safe and secure when completed, and in compliance with Bureau of Indian Affairs' standards regarding correction operations, programs and design.

The Leech Lake Correctional Facilities Development consultant will create a Comprehensive Master Plan, a Management Plan, a Direct Services Operations Plan, an Operations and Maintenance Plan, a Capital Development Plan, a Construction Project Management Plan, and a Feasibility Report. Team members will sign a Memorandum of Agreement of behalf of their organization or agency that will require a commitment to attend regularly scheduled meetings, implement and serve on sub-committees, and provide assistance in strengthening network opportunities with other agencies and stakeholders.
