The Statewide Automated Victim Information and Notification (SAVIN) program ensures victims of crime receive accurate and timely information regarding the status of offenders and events related to their case. Through SAVIN, victims are able to participate in the judicial process and make sound decisions to protect themselves from further victimization while maintaining total anonymity. This information-sharing capability is also available to courts, corrections, and law enforcement officials.

The Iowa Department of Justice, Attorney General's Office, and Crime Victim Assistance Division (CVAD) will use these funds to enhance their current SAVIN program. The Iowa SAVIN system, IowaVINE, is a program under the Attorney General's CVAD, which is the administrative agency that will implement and maintain the IowaVINE Program.

Funds will allow IowaVINE to be expanded to all justice agencies rather than being limited to jails and the Department of Corrections. CVAD will dedicate 75% of the Victim Rights Coordinator's full-time position to implement, expand, and maintain IowaVINE.

This enhancement award will expand the coverage and informational functionality of IowaVINE. IowaVINE will be extended to include information and notification related to court events including criminal appeals, offenders on community probation and parole supervision, and juvenile offender cases. This enhancement will involve work with the Iowa Board of Parole, eight (8) Judicial District Departments of Corrections (parole and probation supervision), the Iowa Department of Human Services, and 99 county-based Clerks of Court through the State Court Administrator's Office.

Appriss, Inc. will continue to work with CVAD under the governance of the Crime Victim Assistance Board (CVAB) to implement and operate the IowaVINE Program. Appriss, Inc. will deploy Global Justice XML Compliant (GJXML) adapters to each of IowaVINE's participating agencies. Appriss, Inc. and CVAD will oversee the setup of required data networks to transmit offender information to the IowaVINE notification center. Appriss, Inc. will expand its responsibility for the deployment and maintenance of the network and the inbound access via automated telephone services, internet, and 24-hour per day live operators. Appriss, Inc. will also be responsible for all outbound notification services to victims via automated telephone or email for the added agencies. Appriss, Inc. will make data available for the assessment of IowaVINE's program performance.
