Description of original award (Fiscal Year 2008, $249,599)

Under this award, the District of Columbia Metropolitan Police Department will develop and operate a victim-centered human trafficking task force in conjunction with the U. S. Attorney's Office, federal law enforcement, and the Office for Victims of Crime Human Trafficking Services. The primary goal of this program is to identify and rescue victims of trafficking through a victim-centered, proactive investigation strategy. The secondary goal is the interdiction of trafficking and the successful prosecution of traffickers.

The DC Human Trafficking Task Force, through the District of Columbia Metropolitan Police Department, will use the grant funds to expand the identification of trafficking victims, increase prosecution of traffickers, and improve the delivery of emergency services made available to victims through pro-active investigations, that include undercover operations, surveillance, internet investigations, and victim and suspect debriefings. Goals will be accomplished by recruiting undercover officers and confidential informants and sources that are capable of infiltrating criminal organizations and other labor trafficking operations. Collaboration with multiple federal agencies and non-governmental organizations will continue in order to complete investigations related to trafficking networks headquartered in other cities or states, and to obtain information that may assist with the identification of trafficking victims and traffickers.
