Description of original award (Fiscal Year 2009, $346,325)

The Drug Court Discretionary Grant Program is designed to assist states, state courts, local courts, units of local government, and Indian tribal governments in developing and establishing drug courts for substance-abusing adult and juvenile offenders. Drug court programs funded by the Drug Court Discretionary Grant Program are required by law to target nonviolent offenders. The program supports the following activities: adult drug court implementation, single jurisdiction drug court enhancement, statewide drug court enhancement, and planning efforts.

The Kentucky Administrative Office of the Courts will use its FY09 Drug Court Implementation grant to implement a drug court program at the misdemeanor level and allow for a pre-plea, deferred sentencing model, resulting in dismissal of misdemeanor charges upon successful completion. The target population is younger offenders with limited or no criminal histories. The goal is to stop the cycle of addiction and resulting criminal behavior prior to the commission of a felony offense. The program will consist of three phases and aftercare, and can be completed in an average of 12 months.
