The Drug Court Discretionary Grant Program is designed to assist states, state courts, local courts, units of local government, and Indian tribal governments in developing and establishing drug courts for substance-abusing adult and juvenile offenders. Drug court programs funded by the Drug Court Discretionary Grant Program are required by law to target nonviolent offenders. The program supports the following activities: adult drug court implementation, single jurisdiction drug court enhancement, statewide drug court enhancement, and planning efforts.

The District Court of Nebraska 4th Judicial District, will use Drug Court Discretionary Grant Program funds to specifically target alcohol abuse as a means of enhancing the ability of the drug court treatment resources in lowering over-all recidivism among clients, and improve successful program completion rates. The underlying philosophy of the program is that the detection of alcohol use by the application of a new screening test will allow the court to assist the participant in successfully completing the drug court program and reduce both in-program and post-program recidivism. Early and more accurate alcohol abuse screening is predicted to lead to more positive outcomes for drug court participants. A partnership with the University of Nebraska, Criminal Justice Department, will be developed in order to evaluate project outcomes. The evaluation will consist of establishing program design, objectives, and outcome measurements.
