The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
The city of Emporia will use their 2009 local JAG funds to purchase a Spillman RMS premise database component to add to the Emporia Police Department records management system. There are substantial drug traffic, money traffic, gang, and human traffic concerns in the city of Emporia and in Lyon County. The database component will allow the department to track dangerous residences in the area, providing increased safety for law enforcement officers. The system produces a 'run sheet' at the time of a dispatch call that provides location information on hazardous materials or dangerous and combative individuals. Probation and court officers will also be able to track any call activity from the homes of individuals with criminal records. With the addition of the new equipment, the Emporia Police Department and the Lyon County Sheriff's Department anticipate that officers will be better prepared to respond to criminal activity in the area.
