Description of original award (Fiscal Year 2009, $516,605)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

Contra Costa County, serving as the fiscal agent for this award, will share the JAG funds with 12 disparate jurisdictions within the county. In a disparate situation, the units of local government must apply for an award with a single, joint application. Each jurisdiction's allocation will be used for activities and projects that will provide meaningful and measurable outcomes consistent with the goals of the JAG program. Specifically, funding will be used towards sworn and civilian law enforcement positions to maintain or enhance public protection service levels; enhancing the efficiency and capabilities of law enforcement through the purchase and security of equipment and training of personnel; and enhancing interaction and support services for at-risk youth involved in low-level criminal activity within the community in order to positively change behavior.
