The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

Westchester County, the cities of Mount Vernon, New Rochelle, White Plains, and Yonkers, and the village of Port Chester will apply fiscal year 2009 JAG funding towards multiple initiatives aimed at enhancing criminal justice services provided to the community. Through the grant, the county probation department will support overtime expenses associated with the oversight of electronic monitoring of sex offenders. The city of Mount Vernon, through its police department, will purchase three unmarked police cruisers for its detective division. The city of New Rochelle will hire a consultant to enhance its police department's records management system. The city of White Plains will fund police officer overtime associated with targeted policing of hot spot areas of the city, an e-mail server, and desktop computers. The city of Yonkers will fund police officer overtime, computers, hand-held devices, and protective gear for patrol officers. The village of Port Chester will use remaining funds to purchase a marked patrol vehicle. For administrative purposes, the city of Yonkers will serve as the fiscal agent for this award.
