Description of original award (Fiscal Year 2009, $37,773)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

Panama City will use the JAG funds to support Project Lifesaver, an alternative transportation project, and the update of a laser mapping system. The Panama City Police Department will purchase two Emergency Response Team Packages for Project Lifesaver, which includes tracking equipment, training tuition, guides, and supporting structure to get started. As part of the initial start up, the implementing agency is required to pay the instructor's travel expenses and course training fees for a three-day course. In addition, the department will purchase two Segway Transporter x2 Patrollers along with helmets and safety equipment. The Segways will come fully equipped with lighting and emergency equipment. The department also intends to purchase four police mountain bikes along with helmets and safety equipment. These bicycles will come fully equipped with lighting and emergency equipment. The last items to be purchased with these funds will be a TDS Recon Data Collector, assembly mounting bracket, car charger and AA power-boot assembly to update the laser mapping system.
