Description of original award (Fiscal Year 2009, $35,384)
The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
The disparate jurisdictions consisting of Penobscot County and the city of Bangor will use their Fiscal Year 2009 JAG award to purchase equipment and fund training. The city of Bangor, serving as the fiscal agent, will assist the Bangor Police Department by using its share to purchase tasers and spike mats for the Patrol Division, and enhanced training for patrol officers and detectives in the areas of evidence collection and preservation, interview and interrogation, accident reconstruction, and patrol operations. The Penobscot County Sheriff's Office will purchase digital cameras, forensic lab equipment, and other law enforcement supplies deemed necessary. Additional funds will also be used to continue monthly training for all members of the Special Response Team. This mandatory training would consist of, but not limited to, tactical entry, active shooter, physical fitness, team movement, perimeter security, riot control, crisis negotiation, and yearly weapons qualifications.
