Description of original award (Fiscal Year 2009, $71,988)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local governments, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The disparate jurisdictions consisting of Rock County and the cities of Beloit and Janesville will use their Fiscal Year 2009 Local JAG funds to purchase law enforcement equipment and hire personnel for overtime. Rock County, serving as the fiscal agent, will purchase two squad radar units, one rifle, one shotgun, one motorcycle moving radar unit for patrol operations, one preliminary breath tester, four flashlights, flash light batteries, two Automated Eternal Defibrillators, one hostage phone, and five digital cameras for capturing evidence. The city Beloit Police Department will use their funds to purchase twenty electronic control devices and three patrol rifles. In addition, they intend to deploy three member strike teams to target specific areas and crimes during overtime hours. Janesville Police Department will use their grant funds to purchase a taser, recorders, and a computer.
