Description of original award (Fiscal Year 2009, $60,796)

Project Safe Neighborhoods (PSN), a nationwide commitment to reducing gun crime, links existing local programs together and provides them with necessary tools. PSN 1) takes a hard line against gun criminals, using every available means to create safer neighborhoods; 2) seeks to achieve heightened coordination among federal, state, and local law enforcement; and 3) emphasizes tactical intelligence gathering, more aggressive prosecutions, and enhanced accountability through performance measures. The United States Attorney in each federal judicial district will lead the offensive. The fiscal agent, in coordination with the PSN Task Force, will allocate funds throughout the community.

The Wyoming Association of Sheriffs and Chiefs of Police ("the Association"), serving as the fiscal agent for the District of Wyoming, will use the grant to reduce the number of gun-related crimes and violence in the state. The funds will provide continuing gun crime and gang training to law enforcement and prosecutors, implement an Operational Task Force for enforcement and prosecution of PSN cases in targeted communities in Wyoming, provide gang-related training for law enforcement officers and prosecutors, provide gang-related education and awareness presentations for community members in order to reduce the level of youth gang-related activities which are beginning to emerge on the Wind River Indian Reservation, and focus enforcement and intelligence-gathering efforts on emerging gang involvement in drug trafficking in Wyoming. The Association will contract with selected consultant(s) for project management services and to staff all project-related activities. Specifically, these consultant(s) will be required to coordinate and manage all project activities; develop and disseminate project materials; develop curriculum for training; coordinate and schedule training sessions; assist in the implementation of local strategies; build and maintain working relations with project partners; coordinate and facilitate research efforts; and provide required grant documentation and progress reports. The Association will also contract with various law enforcement agencies that will assign staff to the PSN Operational Task Force.
