Description of original award (Fiscal Year 2009, $148,765)

The purposes of the FY 2009 Tribal Courts Assistance Program (TCAP) are to develop new tribal courts, improve the operations of existing tribal courts, and provide training and technical assistance for tribal court staff. TCAP program goals are to provide planning grants that will focus on establishing tribal courts by supporting the development of comprehensive strategy and implementation plans, provide grants for existing tribal court systems to enhance tribal court services, and provide planning grants for tribal justice system strategies.

The Cheesh'na Tribal Council will enhance the operation of the Tribal Court system for an inter-tribal consortium of the two federally recognized Tribes of Cheesh'na and Mentasta. They will staff the tribal court clerk and tribal judge positions, provide judicial staff court training and travel, and purchase computer hardware and software for the tribal court. The Cheesh'na Tribal Council will enhance the ability of court staff to operate a tribal court that address the high rates of criminal activity primarily related to substance abuse which include violations of dry village laws, alcohol importation, public drunkenness, possession, disturbing the peace, vandalism, theft, assault, sexual abuse, and domestic violence.
