Description of original award (Fiscal Year 2009, $149,896)
The Planning Correctional Facilities on Tribal Lands Competitive Grant Program assists tribes in developing strategies to cost effectively plan facilities associated with the incarceration and rehabilitation of juvenile and adult offenders subject to tribal jurisdiction. Careful planning is critical to ensure that correctional facilities, when completed, are appropriately designed for the intended population, supportive of cultural and traditional values, safe and secure when completed, and in compliance with Bureau of Indian Affairs' standards regarding correction operations, programs, and design.
The White Earth Band of Chippewa will use the FY 2009 Correctional Facilities on Tribal Lands Planning award to develop a Comprehensive Master Plan for a new regional correctional facility, which meets the Minnesota Department of Corrections and the Bureau of Indian Affairs guidelines and focuses on rehabilitation.
The White Earth Correctional Planning Executive Team will conduct the following activities during the planning phase: a community assessment; data collection and examination of facility options, identification of facility staffing, space needs, and design of facility; the identification of community based alternatives, treatment services, pretrial and court administered programs; and the identification of funding sources for construction.
