The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. Residential Substance Abuse Treatment Formula Grant funds may be used to implement three types of programs. At least 10 percent of the total state allocation for FY 2009 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below.

The Criminal Justice Planning Agency will use the FY 2009 RSAT Program funds to continue to operate the RSAT Program at the Tafuna Correctional Facility (TCF). The primary goals of the RSAT Program are to ensure that the clients receive the following services: (a) drug and alcohol counseling; (b) anger management counseling; (c) periodic and need-based based urinalysis/blood testing; (d) group-based rehabilitation/treatment; and (e) individual client-based rehabilitation/treatment. The RSAT project activities will include the scheduled treatment/rehabilitation of offenders by and through drug/alcohol counseling, drug/alcohol testing, and vocational education. These services will continue to be provided at the facility through the cooperative efforts of the American Samoa Department of Human & Social Services, LBJ Medical Center Authority Social Services Division, LBJ Medical Center Authority Laboratory Services, American Samoa Community College, Catholic Social Services, and the Criminal Justice Planning Agency. Contractual services will include treatment/rehabilitation services, vocational education services, laboratory testing services, as well as administrative services.
