The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. Residential Substance Abuse Treatment Formula Grant funds may be used to implement three types of programs. At least 10 percent of the total state allocation for FY 2009 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below.

The Montana Board of Crime Control (MBCC)will utilize the 2009 RSAT funds to combat drugs and violence by reducing the demand for, use, and trafficking of illegal drugs through the development and implementation of substance abuse treatment programs in state and local correctional and detention facilities. They also plan to create and maintain a community-based aftercare services for offenders. The MBCC will prepare a statewide Request for Proposals (RFP) advertising the availability of funds. The programs selected for funding will focus on substance abuse and related problems. Preference will be given to subgrantees offering aftercare services with a coordinating effort between organizations offering aftercare and post-release treatment services.

Yellowstone County has implemented a successful RSAT Jail-Based program with the local/regional adult detention facility for the past three years, with the 4th and final year ending in September 2009. MBCC intends to use RSAT grant funds to use this program as a model for best practices across Montana. Because of the success of this program MBCC will give preference to programs that have similar components, in comparison to the Yellowstone County Jail-Based program.
