The Recovery Act Edward Byrne Memorial Competitive Grant Program (Byrne Competitive Program) will help communities improve the capacity of state and local justice systems and provide for national support efforts including training and technical assistance programs strategically targeted to address local needs. This competitive grant announcement focuses on initiatives in eight areas: 1) preventing and reducing violent crime through community-based data-driven approaches; 2) providing funding for neighborhood-based probation and parole officers; 3) reducing mortgage fraud and crime related to vacant properties; 4) hiring of civilian support personnel in law enforcement (training staff, analysts, dispatchers, etc.); 5) enhancing forensic and crime scene investigations; 6) improving resources and services for victims of crime; 7) supporting problem-solving courts; and 8) national training and technical assistance partnerships.

Under category 4, Union County, in conjunction with Union County Sheriff's Office, will use the grant award to hire civilian staff in law enforcement agencies. The goals of this project are to create jobs for economic recovery and to support sworn-in officers. To accomplish these goals, Union County and the Union County Sheriff's Office will use their funds to reinstate a records manager (RM), purchasing software, and cover travel expenses. Currently without a RM, the Sheriffs Office has had to have officers take over the data gathering, which leaves them unavailable to the public. The RM will gather and maintain data files of offenses, incidents, stolen property, juvenile crimes, and arrest and custody information, and will prepare daily bulletins to surrounding law enforcement agencies of reports and arrests, prepare and distribute daily statistical reports to division commanders, and initiate inquiries into state and national communications networks. Reinstating the RM will return officers to their former duties of being available on the street to reduce and prevent crime. The RM, with the aid the new software, will be able to analyze information from all the databases and create a comprehensive map containing meaningful and current information, which can be given to officers. Travel will also be made to required grant meetings hosted by DOJ.
