Description of original award (Fiscal Year 2010, $433,583)
The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
Santa Clara County and the city of San Jose will use FY 2010 JAG funds to enhance criminal justice records management and prisoner re-entry. Specific grant funded activities to be completed by the county will include the hiring of a full-time re-entry program coordinator tasked with connecting in-custody and post-custody participants to reintegration resources and services. A consultant who will develop a countywide strategic re-entry plan will also be hired. The city will use its share to purchase an automated field reporting and records management system. Once completed, the system will enable officers to enter data directly into the city police department's records management system while on patrol. This process will make data instantly available to all police personnel and will enable real time analysis of crime trends. The city will also support costs associated with its role as the fiscal agent. In this capacity, the city will be responsible for the management and oversight of grant funds.
