The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The disparate jurisdictions of the city of Ardmore and Carter County will use their JAG award in the amount of $34,278 to purchase VHF digital mobile radios, patrol rifles and locking rifle racks. Five digital radios will be purchased by the Ardmore Police Department to improve the reliability and security of intradepartmental communications. The digital radios will also bring the department closer to meeting the FCC regulation for digital compliance by 2013. The Ardmore Police Department will also purchase five patrol rifles in order to better equip officers who may be required to respond to armed and dangerous suspects. Five locking rifle racks will be purchased and will be installed in police vehicles. The Carter County Sheriff's Department will purchase six VHF digital mobile radios in anticipation of a conversion to all digital radio communications by 2013.
