Description of original award (Fiscal Year 2010, $81,400)
The Bureau of Justice Assistance's (BJA) Tribal Civil and Criminal Legal Assistance (TCCLA) grants program, authorized by 25 USC 3651, et seq., enhances tribal court systems and improves access to those systems. In general, the TCCLA program provides for direct legal services for indigent defendants and respondents in tribal justice systems. More specifically, the TCCLA program provides civil legal assistance services for Indian tribes, members of Indian tribes, and tribal justice systems, pursuant to the federal poverty guidelines; criminal legal assistance services for Indian tribes, members of Indian tribes, and tribal justice systems, pursuant to the federal poverty guidelines; and deliver national or regional scope advocacy training and technical assistance to tribal justice systems.
The Tulalip Tribes Foundation will fund the Tulalip Foundation criminal conflict counsel. These funds will greatly expand the program's capacity to represent indigent Tribal members in criminal legal matters at the Tulalip Tribal Court. The Tulalip Foundation will provide conflict representation according to written policies and procedures once it is determined that the defendant is not eligible for services from the University of Washington Tribal Criminal Law Clinic. In addition, the Foundation's conflict counsel and/or the Advisory Council will participate in community trainings and the creation and dissemination of brochures that describe legal rights and procedures in various Tribal civil matters.
