Under this award, the National Council on Crime and Delinquency will establish a Resource Center for the Elimination of Prison Rape. The center will provide additional training, technical assistance, and program implementation resources to the corrections field to assist in the identification and promulgation of "best practices" or "promising practices." These activities will further the overall goal of the Prison Rape Elimination Act (PREA) of establishing "zero tolerance" of confinement cultures with respect to sexual assault and staff sexual misconduct. The Resource Center for the Elimination of Prison Rape will provide these services and resources to the corrections field to assist in the implementation of PREA standards.

The Resource Center proposed is dedicated to assisting correctional agencies as they prepare to implement a rule adopting national standards to enhance detection, prevention, reduction, and punishment of prison rape. To identify existing resources and promising practices nationwide and effectively share these resources and practices with the wide range of correctional agencies for juveniles and adults in the U.S., the Center will be impartial and unbiased with wide-ranging expertise. Practitioners and others seeking the elimination of prison rape must have confidence that the Center is dedicated to and capable of fostering the elimination of prison rape across all types of correctional settings: adult, juvenile, community corrections, jails, and lockups. The proposed partnership draws on a wide range of knowledge across correctional settings and deep, multi-year involvement with the development of the National Prison Rape Elimination Commission standards submitted to the U.S. Attorney General for review in 2009.

The National Council on Crime and Delinquency (NCCD), a nonprofit organization with over 100 years of experience helping federal, state, and local justice agencies develop, implement, and sustain innovative and evidence-based practices proposes to create, manage, and be the primary lead for the national Resource Center for the Elimination of Prison Rape. NCCD will build the Center in partnership with five other leading organizations with long-term expertise in this area: the Vera Institute of Justice, the Project on Addressing Prison Rape at the American University, Washington College of Law; Abt Associates; AEquitas: The Prosecutors' Resource on Violence Against Women; and the National Commission on Correctional Health Care (NCCHC). This partnership offers the objectivity, knowledge, history, and relationships within the field to successfully design and run an operation of this magnitude. Other national experts in the subject are included as consultants to augment the extensive capabilities of the center.
