The Encouraging Innovation: Field-Initiated Programs is designed to strengthen the criminal justice system by challenging those in the field to identify and define emerging or chronic systemic issues faced by one or more components of the criminal justice continuum (includes but not limited to law enforcement, corrections, courts, and community collaborations) and to propose innovative solutions to address these issues.

The Council of State Governments will implement the existing, evidence based treatment process improvement model "NIATx" in a new setting: corrections. The NIATx model was developed in behavioral health organizations and has also been piloted in several drug courts. The model has not been implemented in a Department of Corrections, jail or parole and probation agency as a means to improve the treatment referral and coordination process between prisons and jails and community-treatment providers.
