Description of original award (Fiscal Year 2011, $225,000)
The Prison Industry Enhancement Certification Technical Assistance Program (PIECTAP) was created to provide training and technical assistance to states and counties interested in establishing employment opportunities for inmates and facilitate reentry efforts by providing inmates with vocational training and skills. States or counties participating in the program must have statutory authority to administer prison industry projects. Project officials shall consult with organized labor and local private industry prior to start-up; pay prevailing local wages; assure that the certified program will not displace free-world workers; employ inmates only on a voluntary basis; provide benefits including the compensation of injured workers; comply with all National Environmental Policy Act (NEPA) requirements; and involve the private sector. The PIECTAP provides assistance to entities that hold Prison Industry Enhancement Certification Program (PIECP) certificates and to entities interested in applying for PIECP certificates.
The National Correctional Industries Association (NCIA) will serve as BJA's technical assistance provider for the PIECP. The NCIA provides them the tools to build more diverse and therefore more market-resilient correctional industry programs through the involvement of the private sector.
