Description of original award (Fiscal Year 2011, $95,652)

Project Safe Neighborhoods (PSN), a nationwide commitment to reducing gun and gang crime, links existing local programs together and provides them with necessary tools. PSN 1) takes a hard line against persons involved in gun and gang crime, using every available means to create safer neighborhoods; 2) seeks to achieve heightened coordination among federal, state, and local law enforcement; and 3) emphasizes tactical intelligence gathering, more aggressive prosecutions, and enhanced accountability through performance measures. The United States Attorney in each federal judicial district will lead the offensive. The fiscal agent, in coordination with the PSN Task Force, will allocate funds throughout the community.

The Rosamond Gifford Charitable Corporation, serving as the fiscal agent for the Northern District of New York, will fund existing partnerships with Project IMPACT, a comprehensive state wide crime fighting program designed to achieve sustained long term crime reduction. PSN funds will support the SPD Crime Reduction Team (CRT) which provides a more immediate and effective response to quality of life issues which when left unattended often evolves into more violent criminal activity. A component of their PSN strategy is the combined effort among law enforcement agencies at the local, state and federal levels to pursue federal prosecution by establishing RICO cases against known gang members. This aspect is the work of the Syracuse Gang Violence Task Force ("GVTF".) Additionally, grants funds will be used to support the Finn Institute as the research partner in the collection, evaluation and strategic use of related data.
