The Prison Rape Elimination Act (PREA): Demonstration Projects to Establish "Zero Tolerance" Cultures for Sexual Assault Program assists states, local governments, and federally recognized Indian tribes to implement comprehensive demonstration projects within confined settings including, adult prisons and jails, juvenile facilities; community corrections facilities; law enforcement lockups; temporary holding facilities, and tribal detention facilities. The goal of the PREA Program is to assist priority facilities in implementing prevention, identification, and response mechanisms that will reduce the incidence of sexual abuse in confinement environments.
The Texas Youth Commission will implement PREA program design elements that include policy and practice review, revision, and implementation; preventative infrastructure and technology enhancements; offender education; victim support services; leadership, organizational culture and performance; data collection and performance measurement; planning, analysis, and staffing support, and evaluation.
