The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The cities of High Point and Greensboro, and Guilford County have identified as disparate and have agreed to share the aggregate of funds allocated to them to provide safer communities and enhance community policing through equipment upgrades. The High Point Police Department will use JAG funding to purchase in-car video cameras, which will enhance officers' safety and training, improve accountability and community perception, reduce liability, simplify incident review, strengthen police leadership, and advance prosecution and case resolution. Greensboro Police Department will use funds to lease electronic monitoring devices used to monitor pre-trial released offenders and the web based program to support the monitoring. Guilford County Sheriff's Department will use their share of the funds to purchase a fully equipped support services vehicle, which will be used for patrol, undercover operations, and administrative functions.
