Description of original award (Fiscal Year 2012, $449,996)

The International Association of Chiefs of Police (IACP) under the 2012 Leading by Legacy Project will implement the following program: "Leading by Legacy: Leadership and Managerial Training for First Line Supervisors, Command Staff, and Executives from Small Law Enforcement Agencies." IACP will continue the established efforts of the Leading by Legacy Program, while integrating and providing a platform for a new training concept entitled, "Blue Courage: The Heart and Mind of the Guardian." Additionally, due to the success the program has experienced in rural areas, we propose to expand the training audience to include smaller law enforcement agencies serving populations of 50,000 or less. The primary goals of this program are to provide technical assistance, develop and deliver training, and provide resources on leadership and management to smaller law enforcement agencies nationwide. The key deliverables of the Leading by Legacy Program over the next 18 months will include: 1) Up to six on-site co-hosted Leading by Legacy trainings, 2) Up to four on-site Blue Courage trainings (held in conjunction with state association of chiefs of police meetings), 3) Two on-site technical assistance visits (to requesting agencies), 4) Web-based trainings, 4) Dissemination of a Resource Toolkit CD-ROM.
