Provide education and prevention to citizens and other participants by developing new partnerships to improve problem-solving capabilities in the community; 4. Create a learning foundation to develop skills necessary to increase the total number of GEDs; increasing reading comprehension, and reducing the recidivism rate of ex-offenders; and 5.
