Description of original award (Fiscal Year 2014, $454,753)

The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following program areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).

The City and County of Honolulu, through the Honolulu Police Department, will utilize the FY 2014 JAG award for the following: 1) fund the salary for a crime analyst, evidence custodian, and criminalist; and limited overtime for officers working closely with the communities to ensure their safety; 2) provide the tools, equipment, and supplies necessary to upgrade law enforcement technology and field methods to current standards; and 3) conduct operations focused on disrupting and dismantling property crime.

In addition, the Department of the Prosecuting Attorney will utilize its share of the JAG award for the following: 1) improve knowledge of prosecution strategies by enlisting the department's training committee to determine the training needs of the staff and deputy prosecuting attorneys; and 2) assess, identify, and provide technology enhancements to improve criminal prosecutions.
