Critical Perspectives for Governors and Governors' Criminal Justice Advisers on the Role of Paroling Authorities

The National Initiatives Reaching Criminal Justice Policymakers Program is designed to provide objective, fact-based information, resources, and training and technical assistance (TTA) on timely and pressing criminal justice issues of potential concern to the nation's criminal justice policymakers. The program's intent is to support pathways for evidence-based best practices to reach policymakers in various roles. This competitive grant announcement will support four categories focusing on providing specialized information, training and technical assistance to: State Administering Agencies (SAAs); state and local government policymakers (such as governors, state legislators, county officials, and mayors); parole authorities; and, state and local departments of corrections. The Center for Effective Public Policy (CEPP) will partner with the National Governors Association to provide criminal justice policy advisors (CJPAs) and their governors with targeted information on the key role that paroling authorities play within state justice systems and the degree to which their membership and leadership is directly shaped by gubernatorial appointments and leadership. The project will provide targeted information to governors' CJPAs on: emerging best practices for paroling authorities; roles and responsibilities of paroling authority members and the implications for qualifications to consider in making appointments; opportunities for paroling authorities as key stakeholders in carrying out governors' public safety and criminal justice system improvement efforts; and, strategies that can be employed by governors in exercising their appointing and leadership authority in order to strengthen parole board practices.
