The purpose of the FY 2014 Charles Colson Task Force on Federal Corrections Competitive Grant Program is for one technical assistance provider to facilitate and support the blue ribbon Charles Colson Task Force on Federal Corrections to address challenges in the federal corrections system. The primary goal of the selected provider is to convene and support the task force in meeting the objectives and producing the deliverables enumerated by Congress. The provider will be expected to: identify and convene individuals with recognized and relevant experience in justice reinvestment and corrections reform and support the task force in their work, including assistance with public meetings and the charge of the task force as described below.

The Task Force on Federal Corrections will be expected to examine drivers of the growth of the Bureau of Prisons population, options to avert continued growth, measures to reduce crowding and its consequences, and current efforts to provide prison rehabilitation, employment programs, and reentry programs, as well as policies to reduce recidivism. The Task Force will undertake a comprehensive analysis of relevant criminal justice data, identify factors driving the growth in prison populations, study "lessons learned" from successful state-level justice reinvestment initiatives, and evaluate current and potential criminal justice policies, including the cost-effectiveness of spending on corrections. The Task Force will develop practical, data-driven policy options to increase public safety, improve offender accountability, reduce recidivism, and control growth of spending on corrections; and prepare and submit a report that contains a statement of its findings, conclusions, policy options, and recommendations.
