Description of original award (Fiscal Year 2015, $150,000)

The Fiscal Year (FY) 2015 Tribal Civil and Criminal Legal Assistance (TCCLA) Program serves to enhance operations of tribal court systems and improve access to those systems through legal services, and to support the development and enhancement of tribal justice systems. For Category 1-Civil and for Category 2-Criminal, eligible applicants were non-profit organizations with a tax status of 501(c)(3) under the Internal Revenue Service Code, including tribal enterprises and educational institutions. The category 1 and 2 awards are designed to strengthen and improve the representation of indigent respondents in civil causes of action, an indigent defendants in criminal cases under the jurisdiction of Indian tribes. For Category 3, eligible applicants were national or regional membership organizations and associations whose membership or a membership section consists of judicial system personnel within tribal justice systems. The award is designed to provide quality training and technical assistance to develop and enhance tribal justice systems.

The award recipient will use this award to enhance the operations of tribal justice systems and improve the access to those systems, and to provide TTA for development and enhancement of tribal justice systems. For FY 2015, one of the priorities is on implementing holistic approaches in representation of tribal members in tribal courts which could include collaboration between civil and criminal indigent defense and other related services for tribal members to enhance outcomes for clients consistent with the TCCLA program and principles of healing and wellness. Grantees are also encouraged to collaborate with other grantees, Indian tribes, and the tribal justice community to accomplish these goals.
