Description of original award (Fiscal Year 2015, $294,946)

The Project Safe Neighborhoods (PSN) Program is designed to create safer neighborhoods through a sustained reduction in gun crime and gang violence. The PSN Program's effectiveness is based on the cooperation of local, state, and federal agencies engaged in a unified approach led by the U.S. Attorney (USA) in each district. The USA is responsible for establishing a collaborative PSN task force of federal, state, and local law enforcement and other community members to implement gang violence and gun crime enforcement, intervention and prevention initiatives within the district. Through the PSN task force, the USA will implement the five design features of PSN—partnerships, strategic planning, training, outreach, and accountability—to address specific gun crime and gang violence problems in that district.

The Indiana Criminal Justice Institute, serving as the fiscal agent for the Southern District of Indianapolis, Indiana, will use the grant to increase enforcement efforts to remove individuals illegally possessing firearms through targeted investigations, probation sweeps, and warrant sweeps in the focus area. Plans are to improve the quality of constructive possession cases by utilizing a comprehensive procedure to collect and process firearms leading to successful prosecution of gun related crimes; improve the collection and dissemination of gang data within the focus areas; and improve community awareness of the problem and engage them in solutions while enhancing communications, cooperation, prevention and deterrence.
