The recipient will utilize the Edward Byrne Memorial Justice Assistance Grant program carve-out funds to defray police overtime and salary costs associated with the civil unrest that unfolded in Baltimore City following the death of Freddie Gray while in police custody. The Gray incident has spawned a continued and unprecedented increase in violent crime in Baltimore City to include homicides, non-fatal shootings, and robberies. Furthermore, Baltimore City is anticipating continued spikes in crime as the cases against the six police officers charged in the death of Freddie Gray progress through the legal system.
