The Technology Innovation for Public Safety (TIPS) Program is funded under the statutory set aside for precipitous increase in crime (42 U.S.C. § 3756(b)(1)) to assist state, local, and tribal jurisdictions in enhancing their information-sharing capacity through the use of innovative technological solutions to effectively address disproportionate and precipitous increases in crime. Funding for this program is available under two categories. Category 1 - Innovative Technology Implementation to Address Precipitous Increases in Crime will enhance strategic information sharing across crime-fighting agencies to address specific local or regional crime problems.

New Castle County Division of Police will utilize TIPS 2016 funds to address the precipitous increase in property crime within their jurisdiction through purchase of a Rapid DNA Machine. Rapid DNA Machine will serve as an innovative, cost-effective solution to test DNA gathered from a crime scene and compare that to other profiles within the database. The project goals are to decrease property crimes through prevention, enforcement, intervention and collaboration, and accomplish this without affecting staffing and within current budget constraints.
