State of Georgia Sexual Assault Kit Tracking and Reporting Project

The Georgia Criminal Justice Coordinating Council (CJCC), the State Administering Agency for formula grant programs from the Office for Victims of Crime, the Office on Violence Against Women, and the Bureau of Justice Assistance is pleased to submit this application for the National Institute of Justice's SAFE-ITR grant program in partnership with the Georgia Bureau of Investigation's Crime Laboratory and Georgia's Prosecuting Attorney's Council.
As Georgia's executive criminal justice and victim services agency, CJCC and its partners will use these funds to provide leadership and direction to address the issue of inventorying, tracking and reporting unsubmitted and untested sexual assault kits (SAKs) throughout the state. Through this grant program, CJCC will (1) inventory all unsubmitted SAKs in the state and all untested SAKs currently in storage at the GBI Crime Lab; (2) procure and implement a statewide bar code system to track SAKs from distribution through case disposition; and (3) report SAK data via a website accessible to the public to ensure accountability and transparency.
The ultimate goal of this project is to provide a comprehensive, coordinated approach to track all SAKs in the state.
CJCC will monitor the progress of this project through performance measures. The outcomes of this project will be (1) a comprehensive, statewide sexual assault kit tracking system accessible to law enforcement, district attorneys, forensic medical providers and victims; and (2) an information reporting website accessible to the general public.
