Description of original award (Fiscal Year 2016, $150,933)

The state will use this award to enhance programs designed to implement the Sex Offender Registration and Notification Act (SORNA) portion of the Adam Walsh Act (42 U.S.C. § 16901, et seq.). The Adam Walsh Act is designed to protect children and adults from sexual exploitation and violent crime, prevent child abuse and child pornography, promote Internet safety, and honor the memory of Adam Walsh and other crime victims. SORNA was enacted to protect the public from convicted sex offenders by establishing a comprehensive national system for the registration and notification of those offenders.

The Wisconsin Department of Corrections will use SORNA Reallocation funds to hire one contractor to develop and deploy an electronic version of the Sex Offender Registration form along with expand the geographic search capability on the web sites to include city and county, hire two half-time limited term employees to work as analysts to track down noncompliant sex offender. The goal is to enhanced collection and sharing of SORNA data, enhance the Sex Offender Registry records management practices, increased accountability of sex offender registrants and improved prevention against sexual predation.
