Description of original award (Fiscal Year 2017, $341,429)

The FY 2017 Technology Innovation for Public Safety (TIPS) Addressing Precipitous Increases in Crime is designed to enable strategic information sharing across crime-fighting agencies and with identified partnerships to address specific local or regional crime problems. This program is funded under the "reserved funds" section (42 U.S.C. section 3756(b)(1)) of the Edward Byrne Memorial Justice Assistance Grant (JAG) program. The ‘reserved funds’ section provides that up to 5 percent of the funds available to carry out the JAG Program may be granted for one or more of the purposes specified at 42 U.S.C. section 3751 upon a determination that such a grant is necessary to combat, address, or otherwise respond to precipitous or extraordinary increases in crime, or in a type or types of crime. 42 U.S.C. section 3756(b)(1).

The City of Modesto Gang Intelligence Unit (GIU) Analytics Project will digitalize the collection of Field Information by officers, and fund a Crime and Intelligence Analyst (CIA) position to collect, collate, corroborate, analyze and disseminate gang intelligence throughout Stanislaus County. The CIA will facilitate the sharing of information, meetings, training, and public education throughout the County. Digitalized Field Information will be fed real-time information into Modesto's Real-Time Crime Center. The Real-Time Crime Center is under development and will increase the capacity of Modesto Police Department's intelligence-led policing efforts. This will better enable the Police Department to have a long-term impact on gang violence and fulfill the City of Modesto’s strategic commitment of providing great, safe neighborhoods to city residents by increasing officer and community safety with the funds during the grant period.
